The Board of Commissioners

The Board of Commissioners of the Newport News Redevelopment and Housing Authority is comprised of seven members who are appointed by the Mayor and City Council of Newport News for a four-year term and are eligible for a one-time reappointment. All commissioners must live in the City of Newport News and one commissioner must be a resident of public housing. The Board meets on the third Tuesday of each month at 8:30 a.m., and is responsible for governing the Agency and setting policy direction. Meetings are held at the Authority's office at 227-27th Street. Commissioners may be contacted through the Executive Office at 928-2620.

Ms. Lou Call was appointed to the Board of Commissioners in February, 2013 and elected Chairwoman of the Board in January, 2019. She is a licensed real estate agent with Coldwell Banker Professional Realtors.


Gary B. Hunter

Gary B. Hunter was appointed to the Board of Commissioners in September, 2013 and elected Vice Chairman of the Board in January, 2019. He is a Director of Development at Hampton University and Chairman of the Newport News School Board.


Mark Hager

Mark Hager was appointed to the Board of Commissioners in May, 2012. Mark Hager is Director of Logistics and SPC Services with Ferguson Enterprises.


 Josephine Clark

Ms. Josephine Clark represents the NNRHA public housing community on the Board and was reappointed in February, 2013. She is active in her community and serves on various boards.

Kenneth D. Penrose, Jr. was appointed to the Board of Commissioners in January, 2017. He is a Commercial Real Estate Broker with Thalhimer/Cushman & Wakefield.


Dr. Lisa Wallace-Davis

Dr. Lisa Wallace-Davis was appointed to the Board of Commissioners in January, 2018. Dr. Wallace-Davis is an Optometrist with Luxur-Eyes Optometric Center.

Mr. Black was appointed to the Board of Commissioners in January, 2019. Mr. Black is a retired licensed architect.
